Abstract

Due to the pandemic, healthcare providers are opting for telemedicine as one way to deliver healthcare services to their patients. Among them is the University of Baguio Medical Clinic, which adopted telemedicine to deliver clinical consultations to its patients who cannot visit the clinic personally. Leveraging existing technologies, the clinic conducts consultations by exchanging messages with patients who ask for consultation using Facebook Messenger and university-issued email addresses. However, these current methods cause mismanagement of replies, unattended messages, or incomplete details of the patient’s concerns, thus making the consultation to be less effective. Furthermore, the clinic does not have a system that keeps patient records, making access to these records challenging.

In line with these, by using the Rapid Application Development (RAD) methodology, the proponents of the study were able to develop UB Telecare. They determined the system’s user requirements, which were then used to devise the functional and technical requirements that became the basis for the development of the system. The system was developed as a responsive web application that digitizes and improves the clinic’s telemedicine services and record management. It has a total of 47 functionalities from five modules namely, patient record management, booking of consultations using the system calendar, video calling, report generation, and authentication, authorization, and notification utilities. Finally, the system was deployed into a shared hosting site that the proponents deemed to be suitable for the developed system.
